GS Utilities and Services treatment plant was last upgraded by CGE Systems in 2003. A tender exercise was initiated to upgrade the treatment plant end of 2007. CGE Systems was also invited to bid. Against several local and overseas competitors CGE Systems was chosen to upgrade the system again.

The upgrading work involved the increase in capacity of the biological system and the sludge de-watering. A new aeration tank with a volume of 20,000 cubic meter as well as 2 new secondary clarifiers were constructed. Also, 3 belt presses were installed at the existing sludge de-watering building. After commissioning the upgraded plant passed a one month long performance test to ensure system performance.
